I would also like to thank the Under-Secretary-General and the Chair of the Sanctions Committee for their briefing and I welcome the participation of the Libyan Permanent Representative.
France has observed with concern the resurgence of tensions in Libya. The violence that has occurred in Tripoli over the past few days shows that the status quo is not sustainable. We urge all actors to refrain from violence and to respect the ceasefire agreement of 23 October 2020. We also call on all Libyan actors to engage in constructive dialogue in order to ease tensions and preserve the unity and stability of the country.
France reasserts the urgency of reaching a viable political solution, which requires the establishment of a united and inclusive government that can exert its authority across the country and organize and secure presidential and parliamentary elections as soon as possible. To this end, France calls on the Libyan players to complete the work on the constitutional basis without further delay.
On the security front, it is essential to preserve the gains of the ceasefire agreement, first and foremost the freedom of movement throughout Libya, as well as the dialogue between the principal security actors. This is crucial to launch a process of demobilization, disarmament and reintegration and to make progress in the implementation of the Libyan withdrawal plan for foreign forces and mercenaries. The arms embargo must also be fully respected. France is willing to contribute to all of these measures as well as to work towards the reunification of the Libyan armed forces.
On the economic front, the resumption of oil production is a positive step forward, which must be sustained. France reiterates its call for the implementation of a mechanism for the fair and transparent redistribution of oil revenues for the benefit of the entire population.
France remains concerned about violations of the rights of migrants and refugees. It will continue to work against impunity and recalls the primary responsibility of the Libyan authorities. We will work with all members of the Security Council to extend the authorizations to inspect vessels suspected of migrant trafficking off the coasts of Libya in September.
Finally, Mr. President,
It is increasingly important that this Council and the United Nations be in support. This is why France calls for the rapid appointment of a Special Representative of the Secretary-General and asks all actors involved to show flexibility in order to facilitate an appointment that is already long overdue.
