The cranes were placing the scaffolding for the Jumbotron screens. And the workers ran to finish a red, white and blue stage where President Trump will preside over one of the most unusual celebrations of the Fourth of July that the capital has known.
The audience for Mr. Trump’s speech will include thousands of troops gathered by the White House to create a moment created for television in which the nation’s commander-in-chief is surrounded by the forces he leads.

If the weather permits, the traditional songs of each branch of the army will be played while their officers are next to the president and a procession of aircraft, including Air Force One and Blue Angels, roar through the skies. Hundreds of guests, many of them selected by the Republican National Committee, will watch from the stands at a V.I.P. Section erected near the podium.
